The Pratyush Sinha Committee for allocation of All India Service officers will be meeting at Delhi on Friday for the release of provisional list of officers to both the States of Andhra Pradesh and Telangana.

The Chief Secretaries of both the States were invited for the meeting. While Telangana Chief Secretary Rajiv Sharma is in Delhi, Andhra Pradesh Chief Secretary I.Y.R. Krishna Rao will be leaving for Delhi on Friday morning. Last week, in their presence, the lottery was drawn and accordingly the allocation of officers on the basis of roster system started with the Telangana State first.

Sources said that the committee almost completed the exercise of roster-based allocation in tune with the guidelines approved by the Prime Minister. The lists would be uploaded in the website of Department of Personnel and Training after the meeting on Friday.

Though officers have been making their own calculations on who would go where after it became clear that the allocation of IAS, IPS and IFS officers would begin first with Telangana State, sources said that given the complex nature of parameters to be followed in the roster system like SC, ST reservation, proportion of direct recruit, insider and outsider officers and promotee officers in each State, it would not be easy to predict. “The calculations being made by some sitting here can go topsy turvy,” sources added.

There are, however, indications that some outsider officers serving at the present Telangana have chances of going to Andhra Pradesh and vice versa based on the roster point. While this made some officers restive, others wondered why an AIS officer should have any particular preference for a particular State cadre unless they are politically aligned or have some vested reason.
