The institutions listed under schedule X would continue to offer services to the people of the successor States of Telangana and residuary Andhra Pradesh when they come into existence from the appointed day.
Governor E.S.L. Narasimhan held a meeting with the officials of Higher Education, Transport and Industries departments to review the progress of bifurcation exercise in the institutions and centres of excellence that would fall under schedule IX and X of the State Bifurcation Act.
Officials informed the Governor that 107 institutions were listed under the schedule X and they were performing diversified activities like regulatory - AP Pollution Control Board; programme execution - SERP and Rajiv Vidya Mission; training - AP Police Academy; consultancy- Centre for Good Governance; commission - SC, ST Commission and awareness like National Green Corps.
The officials said that under the provisions of the Act, these institutions would continue to provide services to the people of both the States for one year from the appointed day.
They suggested a common governance mechanism for managing the institutions like the MCH-HRD, AP Police Academy, EPTRI, National Institute of Urban Management etc., and this would be a transitory arrangement till the other State established its own facility.
Pradeep Chandra, Principal Secretary, Industries, said that 20 companies under the Schedule IX were in advanced stage of bifurcation process and the exercise would be completed before June 2.
Ajay Misra, Principal Secretary, Higher Education, said the State Council for Higher Education would continue to conduct the entrance tests for admission into institutions.
The Road Transport Corporation would be ready for demerger on the appointed day itself, said APSRTC MD J. Poornachandra Rao. The files were already segregated and digitisation would be completed by May 16 while all assets and liabilities were bifurcated on the basis of provisional annual accounts for the year 2013-14. Designing of the organograms for two corporations was also complete.
After the bifurcation, there would be 122 bus depots in Andhra Pradesh and 94 in Telangana. The RTC would have four zones for AP and three zones for Telangana State.
