Panel starts deliberations on bifurcation of power staff

Dharmadhikari Committee asks AP to submit its view point the issue

The committee constituted under the chairmanship of retired Supreme Court judge Justice D.M. Dharmadhikari has asked the Andhra Pradesh power utilities to submit their proposals on the modalities that should be adopted to ensure smooth bifurcation of staff by the power utilities of the two States.

The committee, constituted to resolve the impasse in the bifurcation of the power utilities’ staff, commenced its proceedings on Saturday. The panel, comprising five senior officials each from the power utilities of the two States, is understood to have discussed about the irritants that were obstructing the bifurcation of the staff. The Telangana government’s decision to relieve over 1,250 employees of AP nativity working in the TS power utilities also figured among the deliberations.

The officials from Andhra Pradesh are learnt to have expressed their reservations over the manner in which the employees of AP nativity were relieved without formal guidelines or policy. Justice Dharmadhikari, who elicited the view point of the two sides, is understood to have focussed attention on evolving a methodology where both sides could arrive at an amicable solution/understanding on the division of the staff.

With the Telangana power utilities reiterating their stand in favour of adopting nativity as the basis for bifurcation, Justice Dharmadhikari is learnt to have asked the AP power utilities to come up with their proposals on the modalities that should be adopted for the process. “The chairman has made efforts to sort out the disagreements relating to the division of staff,” a senior official of AP who attended the deliberations told The Hindu .

The AP power utilities told the panel chairman that the Kamalanathan committee as well as senior officials of the Department of Personnel and Training of the Union Government were engaged in the division of the staff between the two States. “We are in favour of evolving guidelines on commonly agreed principles to ensure that the bifurcation process is completed amicably,” the official said adding that the AP power utilities would submit their recommendations on the modalities that should be adopted in this direction.

The committee is expected to resume its proceedings on Sunday after which guidelines would be framed and submitted to the court for passing its final orders.
