An opposition party has the right to move a no-confidence motion against the Speaker of the House, Assembly Speaker Kodela Siva Prasada Rao said here on Sunday.
“An opposition party has every right to table a no-trust move against the Speaker or even the Governor. We will take a decision on the motion after studying the Assembly rules. We have a peculiar situation in the Assembly, where there are only two parties. Members should realise that there is plenty of time to debate on public issues,’’ said Mr. Rao at a ‘Meet the Press’ programme organised by the Andhra Pradesh Journalist Forum (APJF), adding that he would urge the opposition party to cooperate and participate in debates.
Replying to a question, the Speaker said that he had harboured no ill will against anyone including the Leader of Opposition. “I have personal animosity against none. If the members make disparaging comments against the Chair, the Privileges Committee would look into the issue,’’ he said.
Referring to the live broadcast of Assembly proceedings, the Speaker pointed out that it was, in fact, encouraging some members to go overboard and play to the gallery. “But, at the same time, it has also been exposing the members and their parties before the people. The Speaker stressed the need for completing Polavaram and Pattiseema projects in time to ensure equitable distribution of water resources to the State.
