Noisy end to budget session, House adjourned sine die

Vote on account passed without discussion

The Assembly was adjourned sine die on Monday as the Opposition Left Democratic Front (LDF) continued its protest demanding action against ruling front legislators who allegedly insulted women MLAs on March 13.

Before the commencement of business, the LDF legislators took out a march to the House raising slogans seeking the ouster of Finance Minister K. M. Mani.

As Speaker N. Sakthan took up the first question at 8.30 a.m., Leader of Opposition V. S. Achuthanandan raised three demands even as LDF legislators displayed banners and placards.

The demands included the revocation of the suspension of five LDF legislators, stern action against UDF MLAs who allegedly harassed women legislators, and the presentation of the Budget in the House again. Justifying the suspension of the LDF legislators, Chief Minister Oommen Chandy said the whole world had seen their act. Those who had not done anything wrong cannot be punished and the UDF MLAs had not done anything unlawful.

Joint examination

Mr. Chandy asked why the Opposition was hesitant to welcome a joint examination of the visuals. Wrong acts cannot be countered by false campaigns. The government was not taking a stubborn stance, he added.

As the Speaker tried to go ahead with the questions, Kodiyeri Balakrishnan sought the suspension of the question hour to take up an adjournment motion. The Speaker rejected the demand and urged the Opposition to cooperate with the chair.

The LDF legislators trooped to the well of the House raising slogans. As the commotion continued, the Speaker cancelled the question hour and zero hour and went ahead with the listed business. Amidst slogan-shouting by the LDF, the papers and reports were tabled on in the House as directed by the Speaker. The vote on account and the Kerala Finance Bill 2015 presented by Mr. Mani were passed without any discussion.
