No progress on sharing of assets listed in Schedule X

The meeting convened by the Joint Secretary, Home Affairs, with the officials of Andhra Pradesh and Telangana to discuss the division of assets of Schedule X institutions at New Delhi on Tuesday has been put off without any progress.

The Home Affairs Department called for the meeting in the wake of Supreme Court ruling on March 18 related to division of assets and liabilities of AP State Council for Higher Education between the two States on the basis of population ratio of 58:42. The meeting attended by State Reorganisation Cell secretaries - L. Premchandra Reddy of AP and S. Ramakrishna Rao of Telangana and Resident Commissioners of both the States saw both the sides reiterating their respective stands. Telangana officials sought more time as the State had filed a review petition on the Supreme Court judgement and the Telangana Chief Secretary had written to his AP counterpart that they were awaiting the court’s response. They also said Telangana Chief Minister K.Chandrasekhara Rao had already written a letter in the past to the Union Home Minister on division of Schedule X institutions. They handed over copies of both the letters to the Joint Secretary. Andhra officials said as the Supreme Court did not respond to the review petition filed in April, they should go ahead with the meeting and discuss the agenda. The judgement of the apex court would be applicable not only to the division of assets and liabilities of the APSCHE but to all the 142 institutions, they asserted.
