Investment to the tune of Rs.71, 595 crore was blocked in as many as 528 incomplete projects/works that were due for completion by end of March, 2013.
According to the report of the Comptroller and Auditor General of India on State Finances for the year ended March 2013, which was tabled in the Assembly on Thursday, the original cost of 53 projects/works among them was revised upwards by the government, resulting in a cost over run of Rs.57,554 crore. Non-completion of these projects/works within the stipulated period not only resulted in increase in cost, but also deprived the State of the benefits for prolonged periods, the CAG report noted. The projects pertain to irrigation (including 72 under Jalayagnam), roads and bridges. PHED, Panchayat Raj, Rural Development and others. While capital expenditure (Rs. 15,149 cr.) increased by about 10.40 per cent, its ratio to total expenditure stood at 12.44 per cent. It was also not up to the level envisaged in the Macro Economic Framework Statement (Rs.19, 973 cr.) for the year.
