High-power committee formed on staffing pattern

The State government has constituted a high-power committee of Secretaries headed by Chief Commissioner of Land Administration as Chairman and Finance Secretary as member-convenor to study the staffing pattern in various departments.

The panel has been constituted in view of the perceived change in scope and role of certain departments as also the change in policy priorities of the government. The committee comprising Secretaries of departments with relatively higher staff strength as members was mooted after the government felt a need for strengthening some units in the department organisations, downsizing certain units besides assigning new functions and responsibilities to the existing organisations.

The government, in its orders issued on Wednesday, clarified that the staff restructuring of the department should not be construed as an exercise to create additional posts or for downsizing the departments. The orders said certain category of posts might not be relevant in the present context due to administrative and technological changes.

The panel would identify such category of posts and suggest measures on gradual phasing out of these posts . The qualification, experience and skill set of these personnel could be studied before they could be accommodated in suitable equivalent posts within the department, without hampering their existing promotional prospects.

The committee members would hold discussions with Administrative Department Secretaries and if necessary, with the respective head of the department. The convenor of the committee has been asked to furnish the report within three months.
