The Comptroller and Auditor General (CAG) report for 2013-14 has pointed out that the delivery of health services and provision of infrastructure even under Andhra Pradesh Health Sector Reform Programme was below par in seven districts where the performance audit was conducted.
A total of 426 health units including health Sub-Centres, Primary Health Centres, Community Health Centres, Area Hospitals and District Hospitals in Hyderabad, Mahabubnagar, Warangal, Kurnool, Chittoor, East Godavari and Visakhapatnam districts were covered under the performance audit.
According to the audit report, there was a shortage of 53 per cent medial and paramedical posts in the primary, secondary and tertiary healthcare institutions as only 10,534 personnel were available against the requirement of 20,006. Besides, none of the test-checked units complied with the requirement of equipment as per Indian Public Health Standards norms.
Most of the medical colleges and teach hospitals also did not comply with the norms prescribed by Medical Council of India with regard to infrastructure, manpower, equipment, drugs and medicines, the CAG report pointed out. In terms of physical infrastructure, 112 Sub-Centres hand no electricity connection, 248 SCs, 55 PHCs and 7 CHCs/Ahs/DHs had no standby power supply, 118 PHCs and 3 CHCs/Ahs/DHs had no separate wards for male/female, 98 SCs and 15 PHCs had no water supply, prescribed medicines were not available in none of the health units checked and 206 SCs, 73 PHCs and 5 CHCs/Ahs/DHs had no telephone connection, the report pointed out. The report highlighted that the government could not exhaust the funds allocated for health sectors in any of the last five years and the unutilised funds ranged from Rs.409 crore to Rs.1,040 crore.
