Grant clearances to new industries in 21 days: CM

‘No industry should be granted thousands of acres in one place’. He directed the officials to study the land utilisation, potential for setting up new industries, identify non-utilised lands which could be used to re-allocate them to other industries.

Chief Minister N. Chandrababu Naidu has directed the industries department to grant clearances for new units within 21 days of receiving applications.

At review meeting on the yet-to-be-unveiled State’s new industrial policy, the Chief Minister wanted all 28 types of approvals needed for industries to be granted within three weeks. Industrialists and investors should get clearances in a hassle-free way, he added. 

When the officials informed him that according to the current industrial policy, building plan, power and fire approvals were being granted in 90 days, he said there could not be any delay beyond the 21-day period.

He asked the Industries Department to prepare a manual with a set of rules to serve as a guide to investors.  He said escort executives would be appointed to act as a bridge between the government and industrialists. These executives would be responsible for clearances for the project.

Service sector

He said the new industrial policy should also clarify the role of service sector (that generates more jobs) than merely focusing on manufacturing sector alone. He directed officials to set up a control room to update investors on their applications’ status.  The Chief Minister also wanted a time-frame to be fixed for clearances from the Pollution Control Board.

Stating that the industrial development should be decentralised, the Chief Minister asked officials to ensure that no industry was granted thousands of acres in one area. He directed the officials to study the land utilisation, potential for setting up new industries, identify non-utilised lands which could be used to re-allocate them to other industries.

With an aim to encourage entrepreneurs and create a start-up ecosystem, the Chief Minister suggested that every industrial zone should house an incubation centre.

Mr. Naidu also discussed on the incentives on Stamp Duty and VAT exemption and power subsidies.

Finance Minister Yanamala Ramakrishnudu, and Chief Secretary I.Y.R. Krishna Rao and other top officials were present.
