Government aims at reducing revenue expenditure

The State government is contemplating administrative changes in treasury and other departments shortly to cut down the revenue expenditure. It will introduce digital vouchers and e-filing system. In addition, every department can have only one Drawing and Disbursal Officer (DDO) for each district, said Finance Minister Yanamala Ramakrishnudu at a review meeting with treasury department officials at the Secretariat on Thursday.

The Minister said the police department was following one DDO system. It could be replicated by other departments. The Treasury, Pay and Accounts and the Directorate of Works and Accounts departments would have to implement e-filing system from July 1. The government transactions should be done online and through paperless administration. The e-payments would bring down government expenditure, he said.

Mr. Ramakrishnudu said the Aadhaar number of every government employee and pensioner would be seeded with the Human Resources Management Ssytem (HRMS). Comprehensive Financial Management System would be implemented from October 2.

The grant in aid employees would also get salaries on first of every month. Hereafter, payment of salaries and contractors’ bills would be made online. Also, there was a proposal to give annual increment for every quarter depending upon date of joining. For instance, the employees joining between January 1 and March 31 would get increment on January 1, he added.
