Firing by CI: State sanctions compensation to victims

Government accepts NHRC recommendation

The State government has accepted the recommendation of the National Human Rights Commission and accorded sanction of ₹1,10,000 as compensation to the five persons who received bullet injuries after a police opened fire on them.

In 2013, the then Circle Inspector of Mylavaram police station, U. Bangaru Raju, opened fire with his service revolver against the persons who were protesting the alleged negligence of G. Konduru police under Mylavaram police circle in Krishna district.

According to the Government Order (N0. 1454) issued on Tuesday, one Bezawada Gopi lodged a complaint regarding missing of his wife. During the investigation, the police traced the woman while in the company of one Palagani Rama Krishna. Rama Krishna was later found dead on July 4, 2013, and his body was handed over to relatives, who along with other villagers staged a protest at the police station.

The CI who entered the scene opened fire and caused bullet injuries to five persons -- P. Narasimha Rao, S. Krishna Rao, S. Satyanarayana and G. Venkataramayya and P. Venkateswara Rao. The order stated that ‘excessive behaviour’ of the CI led to the firing.

After the issue was taken to the notice of NHRC, its Assistant Registrar directed the AP government to pay compensation of ₹25,000 each to the four who received grievous injuries and ₹10, 000 to the fifth person.

In 2016, the DGP in a report to the government summarised that it was not a healthy practice to provide compensation to agitators who attacked police personnel and police station.

However, the government on Tuesday issued orders of sanction and directed the Collector of Krishna district to immediately disburse the compensation as demanded by NHRC and submit a report of it. The CI and G. Konduru SI Abdul Haq faced a departmental and judicial inquiry and transfer after the incident.
