Draw of lots decides Rajya Sabha members for Telangana, Andhra

Allotment of members through draw of lots in the Rajya Sabha to the states of Telangana and Andhra Pradesh, which would come into being formally on June 2, was completed on Friday in the chambers of the Chairman Hamid Ansari. The draw, which was originally scheduled on Wednesday, was deferred following requests from members of the State.

As envisaged in the AP Reorganisation Act, 2014 seven members have been allotted to Telangana and 11 to the residual state of Andhra Pradesh.

Gundu Sudharani, C.M. Ramesh and G Mohan Rao (all of TDP) and V. Hanumantha Rao, Palvai Govardhan Reddy, Ananda Bhaskar Rapolu, and K.V.P. Ramachandra Rao, (all Congress) have been deemed to have been elected from Telangana.

Members allotted to Andhra Pradesh are K. Chiranjeevi, T. Subbarami Reddy, Jesudasu Seelam, Mohd. Ali Khan, Renuka Chowdhry (all Congress), Thota Seetharama Lakshmi, Y.S. Chowdary, Devender Goud, Garikapati Mohan Rao (all TDP) and D. Keshava Rao (TRS).

The ‘First Schedule’ of The Andhra Pradesh Reorganisation Act, 2014 lays down the formula for allotment of 18 seats from the existing state to the new states.

Since the term of a Rajya Sabha member is for six years and all members were elected from the united state of Andhra Pradesh the Schedule lists the basis on which the allotment would take place till the retirement of the last batch of members elected.

It says that “of the five sitting members whose term of office has expired on April 9 — T. Subbarami Reddy, Nandi Yellaiah, Mohammed Ali Khan, T. Ratna Bai and K.V.P. Ramachandra Rao, as determined are deemed to have been elected to fill two of the seven seats allotted to the State of Telangana and the other three sitting members shall be deemed to have been elected to fill three of the eleven seats allotted to the State of Andhra Pradesh.”

The Congress stands to loose most of the members from the state as it has no numbers in either state to get any of its candidates elected to the upper house.

The schedule says that of the six sitting members whose term of office will expire in June, 2016 — Jesudasu Seelam, Jairam Ramesh, N. Janardhana Reddy, V. Hanumantha Rao, Gundu Sudharani and Y.S. Chowdary, two shall be deemed to have been elected to fill two of the seats allotted to the State of Telangana and the other four sitting members shall be deemed to have been elected to fill four of the seats allotted to the state of Andhra Pradesh. With the demise of Janardhana Reddy a casual vacancy has arisen and it would be filled from the residual state of Andhra Pradesh.

It says that of the six sitting Members representing the State of Andhra Pradesh whose term will expire in April, 2018--Ananda Baskar Rapolu, K. Chiranjeevi, Palvai Govardhana Reddy, Renuka Chowdhury, T. Devender Goud and C.M. Ramesh, three shall be deemed to have been elected to fill three of the seats allotted to the State of Telangana and the other three sitting members shall be deemed to have been elected to fill the three of the seats allotted to the State of Andhra Pradesh.

The term of one seat which expired in April and has become vacant due to resignation Nandamuri Harikrishna shall be allotted to the State of Andhra Pradesh.
