Commercial taxes staff sore over allocation for bifurcation

‘Allocation of State cadre posts in CT department being done on basis of cadre strength and not on basis of working strength’

Chairman of the Telangana Commercial Taxes JAC T. Vivek and president of the Telangana CT Gazetted Officers’ Association T. Venkateshwarlu expressed their ire at the way the authorities were going about allocation of State cadre posts in the department to the two States not on the basis of cadre strength but on the basis of working strength.

At an association meeting here on Friday, Mr. Vivek explained how the 20, 30 and 40 per cent that was called ‘open quota’ for gazetted, non-gazetted and class IV employees, respectively, was still benefiting those from Seemandhra and how Telangana employees were being given a raw deal even now.

Charter of demands

The association has come up with a nine-point charter, based on which the allocation of State services between the successor States of Telangana and Residuary Andhra Pradesh, should be made.

He said they had given their charter to the Kamalanathan Committee but that it remains to be seen how they could make people who mattered understand the full ‘import and purport’ of key portions of the Andhra Pradesh State Reorganisation Act.

Brandishing a copy of the allocation statement prepared by a senior officer hailing from Seemandhra, Mr. Venkateshwarlu pointed out how cadre strength in the department is 619 from Additional Commissioners right down to drivers and lift operators. He said the working strength, that was being considered in the ratio of 10:13 (10 Telangana districts to 13 districts of Seemandhra) is, however, 438.

“This is what we are against,” Mr. Vivek pointed out, reiterating that bifurcation did not mean just division of employees, but of cadre strength. Another key point, Mr. Vivek and Venkateshwarlu, questioned was of nativity and how it would be decided.

“Who is a native of Telangana is a critical question and because of the sensitivity involved, we feel that whoever has spent maximum number of years in a school in the region till Class X can be termed a native, of course on the basis of verifiable academic records,” they said.
