Justice Nooty Ramamohana Rao of the AP High Court on Thursday directed the State government to commence counselling by August 19 to fill the convenor quota seats in the engineering and pharmacy colleges in the State.
This order, which gives great relief to the academic community especially the students and the parents, declared that all the seats in the management quota would also be filled based on merit alone and the process of issuance of application forms to prepare the merit list would be transparent.
The judge was passing this interim order in writ petitions filed by students complaining that the admission process has not yet begun and this undue delay will have disastrous consequences for them. Justice Ramamohana Rao called for a response from the State government and felt that the counselling for the A-category seats (Convenor quota) shall begin on August 19 at 10.30 a.m. This should be notified in Telugu, English and Urdu. This counselling should also be taken up on line.
The judge made it clear that the managements of non-minority engineering colleges shall take out notifications in at least two leading newspapers. The applications for B-category (Management Quota) shall be invited both in physical format and online.
The physical format of the application form shall be notified in notice boards of colleges and a copy is to be forwarded to the respective university to which the college is affiliated and AP State Council of Higher Education so that any student can have this. The students can obtain the format from the websites of the colleges and the university or the State council and they can be sent by registered post or online.
All the applications received by each college shall be arranged in order of merit and the list shall be exhibited on the notice boards, which is to be scrutinised by convenor (admissions) EAMCET-2013. The respective colleges shall make admissions against B-category in descending order in merit amongst the applicants. The case is listed after four weeks.
Special Correspondent adds: Engineering notification is likely to be issued on Tuesday (August 13), according to the APSCHE Chairman, P. Jayaprakash Rao. He said that officials will meet on Monday to discuss the modalities and other related aspects.
The Technical Education Commissioner, Ajay Jain, said that notification has to be given as per the court orders and counselling starts on August19. “If we are unable to conduct counselling in view of the agitations in Coastal Andhra and Rayalaseema regions, we will review the situation and alter the dates accordingly,” he said.
