CII moots ‘blue book’ to helpentrepreneurs

They often complain about misinterpretation of rules

The Confederation of Indian Industry (CII) has recently suggested to the government to prepare a ‘blue book’ containing the entire gamut of clearances that entrepreneurs should obtain for establishing new industries.

It is one of the recommendations made by the apex industry body for simplification of procedures which is needed for industrial expansion in the fledgling new State. Entrepreneurs often complain about misinterpretation of rules and face several difficulties in grounding their units due to the absence of a comprehensive database of procedures that they should follow.

The CII has, therefore, taken upon itself the task of helping the Industries Department in improving ‘ease of doing business’ ranking of Andhra Pradesh for which Chief Minister N. Chandrababu Naidu has ambitious plans.

A project proposal takes many months, sometimes years, to start acquiring tangible shape after filing of the Industrial Entrepreneurs’ Memorandum, the first step in the process of setting up new units, as a host of government departments have to give their approvals. In a good number of cases, the entrepreneurs fail to follow due procedures due to lack of awareness and their actions cause delay in getting the clearances.

Besides preparing the blue book, the government has been asked to constitute a legitimate body that would benchmark the parameters needed to ensure enhanced ease of doing business.

Prasad said the State government’s decision to give deemed clearances, subject to varying timelines, is welcome and it would do well to prepare the blue book so that entrepreneurs can avoid any shortcomings on their part in complying with the statutory procedures. The time and resources spent on securing clearances have to be reduced, he asserted.

It may be noted that the government has resolved to set up a committee of experts to come out with a blue book on disaster preparedness and management. Entrepreneurs are expecting a similar initiative from the government to improve the business environment.
