P.K. Mohanty makes presentation on finance, home, power, water resources and revenue

Chief Secretary P. K. Mohanty made a detailed presentation on five subjects to the Group of Ministers (GoM) on Telangana at New Delhi on Wednesday.

He had submitted a comprehensive report on November 5, flagging various issues and suggestions and recommendations on the 11 terms of reference sought by the panel..

It dealt with critical issues to be tackled post bifurcation with regard to concerns over validity of 371 (D) that accorded special status to Andhra Pradesh in education, employment and livelihood opportunities.

The GoM called Mr. Mohanty for a presentation on finance, home, power, water resources and revenue but did not have any discussion during the three-and-a-half hour meeting.

No presentationon Hyderabad

Significantly, there was no presentation on the status of Hyderabad or boundaries of the two States but the GoM sought details related to implementation of GO 610 relating to zonal reservation, 371 (D) perceived to be a stumbling block for bifurcation without amendment to the Constitution and 371(H).

Sources said that there was not much deviation from the report sent by the Chief Secretary to the GoM during his presentation.

It may be recalled that the report said that the creation of Telangana would create complex competing demands in sharing of river waters which so far in both flood and drought situations could be managed successfully in a united State.

It also said ongoing projects in the three regions could be rendered unworkable in the event of division.
