Cadre strength division work slows down between A.P. and TS

The distribution of State-level employees between Andhra Pradesh and Telangana turning out to be a time-consuming process with only 67 departments notifying cadre strength so far.

Another 20 departments are in the process of finalising the cadre strength as HoDs of both the States have realised some inconsistencies in deputation of staff to wings like Octopus and Greyhounds was done entirely from one zone and similar was the situation in the Excise Department.

Such issues are what coming in the way of cadre strength finalisation between the HoDs of two States, sources said leading to the delay.

Once the cadre strength of every department gets concurrence of the two HoDs and notified, then alone the Kamalnathan committee will call for options subject to local candidature.

Another important parameter for distribution of staff is the updated seniority list as options of the employees would come into play based on the seniority factor.

Then Form 3 will be uploaded to facilitate employees to give their options.

Meanwhile, the committee notified Form 2 for inviting objections related to cadre strength of the departments that were uploaded.

The committee sought the comments and recommendation of the departments on these objections before giving its decision.

The sooner the departments finalise cadre strength, seniority list and recommendations over the objections, the faster would be the distribution of employees, the sources added.

The transfer of L. Premchandra Reddy, Secretary, GAD (State Reorganisation) to agriculture and cooperation with additional charge of GAD (SR) may slow down the work related to cadre strength division which he had been supervising so far.

Mr. Reddy was brought in as Secretary, GAD(SR) to devote substantial time for cadre strength division and six retired officers were also roped in to handle the voluminous work in the SR cell. There will be several nitty-gritty’s to be dealt with during division of cadre strength and change of responsibilities may take away the focus.

And with budget preparation kicking in, cadre strength finalisation may take a back seat for a while, the sources added.

Employees restive

The employees, particularly those belonging to the last grade, are turning restive awaiting their final distribution to the State of their choice -- Telangana.

Of about 70,000 State-level posts and personnel to be distributed, substantial number of posts is vacant in several departments.

Contrary to the expectations that the State-level employees’ distribution will be completed by March-end, the process may take few more months given that 20 more departments are yet to notify the cadre strength.

Employees associations are worried that this can delay promotions, recruitment and implementation of PRC scales.
