Bhaskar is new APERC Chairman

V. Bhaskar, Special Chief Secretary, Finance, will take over as the Chairman of Andhra Pradesh Electricity Regulatory Commission.

The Government issued orders here on Tuesday appointing Mr. Bhaskar for the post with a five-year term.

Mr. Bhaskar who is due to retire by October on attaining superannuation is expected to take up the new assignment soon.

Several senior and retired IAS officers, bureaucrats had applied for the job and a selection committee headed by Chief Secretary had considered various applications before the choice was made for the coveted post.

Credited with reforms

Mr. Bhaskar, as the head of the Finance Department, is credited with streamlining its functioning and brought in several reforms including online bill monitoring system, automatic bill clearance into the bank account of recipient without middlemen for works executed, introduction of green channel for faster clearance of funds for welfare schemes. The Finance Department under his leadership, also introduced online budget preparation and monitoring of expenditure by all departments.

The department would soon bring out budget manual to demystify budget preparation and to empower all departments about budget preparation and on what basis budgetary allocations were made to bring in total transparency.
