APNGOs Association president P. Ashok Babu on Monday requested Chief Minister N. Chandrababu Naidu not to insist on shifting the Heads of Departments (HoDs) to Vijayawada from Hyderabad at one go as there is no sufficient infrastructure for employees in the proposed new Capital.

Instead of shifting all the HoDs, the government should first identify the departments that are related to public services and then move them to the city. This will prevent a large number of officers and employees from shifting to Vijayawada. At least 15 per cent of the employees from departments with public maximum interface like agriculture, education, health, irrigation and municipal administration can be shifted initially, he said.

The government can shift other wings in a phased manner after necessary infrastructure is created in the new Capital, he said. “It will be very difficult for employees working in 32 wings in Secretariat and HoDs to move to Vijayawada. We request the government not to create any panic among employees in the name of transfers,” he said.

The Association will discuss these issues, including implementation of PRC, heath cards and contract employees in detail and take them to the notice of the government. A memorandum would also be submitted to the Chief Minister in this regard. Plans have also been chalked out to conduct a meeting with women employees on September 27 and 28 at Visakhapatnam. Three women Ministers will be participating in the meeting.
