The Pratyush Sinha Committee for allocation of All India Service Officers is yet to submit the final list of allocation of officers to the Department of Personnel and Training.
Contrary to the reports that the file is pending with the DoPT, sources said that the committee Chairman, who is away in Kolkata, is yet to approve the minutes of the final committee meeting. He is expected to approve the minutes and submit the file to the department in a day or two.
The DoPT is expected to forward the final allocation list to the Prime Minister for his approval soon after. If there are no further queries from the PMO, the allocation of AIS officers should take effect in week or 10 days.
It may be mentioned that the committee made some changes to the provisional list following objections raised by some IAS officers like Mr. Binoy Kumar questioning the norm in allocating him to Andhra Pradesh cadre. The committee considered his petition and allocated him to Telangana and consequently it resulted in the change of cadre for about 15 IAS officers.
Dissent noteMeanwhile the committee’s decision to effect latest changes did not go down well with some other IAS officers as their pleas for change in cadre allocation to Andhra Pradesh were not entertained. The Chief Secretary of Andhra Pradesh, a member of the committee, who represented these objections to the committee Chairman, gave his consent to the final list with a dissent note. However, the majority in the three-member committee approved the final list, it would hold good, sources added.
“ In case if some one in the PMO agrees with the content of the dissent note and takes it to the notice of the Prime Minister, he may review the list. His approval will be final,” the sources added.
