Proceedings in both Houses of Parliament were disrupted for the second day on Wednesday, with the Opposition demanding an adjournment on price rise issue and some members raising the Telangana issue.
The government made hectic efforts to convince the Left to agree on a discussion on high prices under a rule that did not entail voting, but failed. This brought the proceedings to a virtual halt.
No work was transacted in both Houses as they witnessed uproar over other issues, including black money. The Dravida Munnetra Kazhagam protested against a film that allegedly showed the havoc caused by the destruction of a dam, while the Nationalist Congress Party members raised the issue of restrictions on onion exports by displaying placards.
Both Houses were earlier adjourned till noon soon after assembling for the day as members stormed the well. The Lok Sabha witnessed two adjournments — one soon after the House assembled and the second at noon after the papers were laid on the table and Union Urban Development Minister Kamal Nath introduced the Public Premises (Eviction of Unauthorised Occupants) Amendment Bill, 2011.
In the Rajya Sabha, Bahujan Samaj Party members trooped into the well, supporting the Left members and shouting slogans against price rise as soon as the proceedings began.
The BJP members, however, kept pressing for admission of their adjournment motion on black money in both Houses from their seats. The last session of Parliament could not transact much business despite heavy government agenda. The winter session last year was a washout after Opposition demanded a joint parliamentary committee probe into the 2G scam.
In the Rajya Sabha, the entire Opposition stood as one demanding discussion on issues such as price rise, black money and the plight of contract labourers.
As the Left and BSP members stormed the well, the Chair asked the members to lay the papers listed against their name.
Finance Minister Pranab Mukherjee laid a paper on price rise, while Law Minister Salman Khurshid moved a motion for election to select committee on the Wakf (Amendment) Bill, 2010.
