An election observer says millions of Ugandans have begun voting in the east African nation?s presidential ballot pitting the country?s long?serving president against his former ally and personal physician.
John Mary Odoy of the Democracy Monitoring Group says most polling stations in Uganda opened on time on Friday. Mr. Odoy says, however, that delays have been experienced throughout the Ugandan capital, Kampala.
Voting was to begin across the country at 7 a.m. (0400 GMT) Friday.
Paul Bukenya of the Electoral Commission of Uganda downplayed the problems in Kampala.
President Yoweri Museveni, a U.S. ally, is confident of winning a fourth term.
His top challenger, Kizza Besigye, already has called the election ?fundamentally flawed.?
