An official says 15 were killed and 12 injured in a fire that tore through a budget hotel as guests slept in the northern Philippines.

Fire investigator Daniel Abana said Sunday firefighters and police found 15 bodies in the top two floors of the five-storey hotel, where firefighters put out a fire that raged for four hours.

Police say at least 12 other guests were injured at the Bed and Breakfast Pension House in Cagayan’s capital city of Tuguegarao. Many nursing students were staying at the hotel to take a licensing exam on Sunday.

Tuguegarao is about 215 miles (350 kilometers) north of Manila.
