More than eight months after the Union Territory city was selected, the Puducherry Smart City Development Limited (PSCDL) has invited Request for Proposal (RFP) from consultants to design, develop, manage and implement smart city projects.
The PSCDL, a special purpose vehicle for execution of the smart city project, will select the consultant who will study proposals, prepare feasibility reports and detailed project report and oversee the implementation.
April 9 is last date
PSCDL had invited request for proposal on February 28 and the last date of submission is April 9.
The consultant will be selected from the empanelled list prepared by the Ministry of Urban Development through the quality and cost-based selection method (QCBS) and the engagement would be for three years. The project work is expected to begin in June this year.
P. Jawahar, Secretary to Local Administration department, said the consultant would oversee three stages, including project planning, project designing and the implementation. The project planning stage includes feasibility studies, threats and opportunities for growth, financial returns on the investment made and consultation with stakeholders.
The consultant will assist in preparation of the detailed project report, floating of tenders and will provide end-to-end solutions for the projects.
PSCDL has identified 63 projects. Of them, 10 projects will have different consultants.
Reconstruction work
The project implementation agency (PIA) has started work on reconstruction of the iconic Mairie building on the Beach Road while the DPR for the southern offshore artificial reef has been prepared by the National Institute of Ocean Technology (NIOT).
The Puducherry Water Supply project will be implemented by the Public Works Department with financial assistance from the French Development Agency (Agence Francaise de Developpement, AFD )
“We have proposed to bunch similar projects into five categories such as energy, infrastructure, information technology related, tourism and pan city solutions,” Mr. Jawahar added.
Some of the key concepts that will come up in area-based development (boulevard and surrounding areas) include redevelopment of the Grand Canal and a city wide command and control infrastructure.
A three-km stretch of the Grand Canal has been planned for beautification and flanked with pedestrian pathways and iconic cycle tracks.
This project had been proposed at ₹157 crore.
