Separate service commission for Union Territory sought

People’s Pulse, a non-governmental organisation, has appealed to Lieutenant Governor Kiran Bedi and Chief Minister V. Narayanasamy to set up a Public Service Commission like in other States to ensure that recruitment to various posts in A and B categories in government services in the Union Territory benefits the locals.

In a memorandum addressed to Ms. Bedi and Mr. Narayanasamy, M.A. Emile, president of People’s Pulse, pointed out that lack of a separate Public Service Commission was a major hindrance to candidates from the Union Territory in getting postings in the A and B groups.

Presently Group A and B vacancies such as Medical Officers/specialists in Department of Health, professors in the Departments of Higher and Technical Education, Agriculture and Veterinary College are filled only through the Union Public Services Commission (UPSC).

Since the process of recruitment of candidates has been entrusted to the UPSC, the selection of candidates on an all- India basis is unjust and unreasonable and is in total violation of the Constitution which guarantees equal opportunity, Mr. Emile said.

Article 239 of the Constitution enabled the Union Territory to enjoy exclusive rights for employment in Group A and B posts (except all India cadre posts) under the Union Territory administration.

Puducherry is competent to have its own employment legislation with the concurrence of the Centre and to fill Group A and B posts with its own Public Service Commission.

People’s Pulse has urged the government to immediately intervene and take steps to fill the vacancies in Group A and B with candidates from the Union Territory.
