The Comprehensive Development Plan is being prepared by Ahmedabad-based SAI Consulting Engineers Private Limited at an estimated cost of Rs. 2.17 crore. The CDP covering social and physical infrastructure will encompass a planning strategy of up to 2036.

The CDP includes two municipalities — Puducherry and Oulgaret and five commune panchayats — Ariyankuppam, Villianur, Mannadipet, Bahour and Nettapakkam, the official said.

The PPA caters to a population of 9,50,289 (Census 2011). Puducherry Municipality spread over 19.54 sq km has a population of 2,44,377 while Oulgaret Municipality falls in an area of 34.40 sq km with a population of 3,00,104. The rest are in the commune panchayats. The plan would focus on social and physical infrastructure like education, health, transport, water supply and sewerage including inputs from the Comprehensive Mobility Plan (CMP) which is being prepared by the Transport Department.

The plan is expected to be finalised by the Puducherry Government by February.
