Norms revised for recruiting upper division clerks

Lt. Governor gives nod for change in rules

In a move aimed at paving the way for direct recruitment of upper division clerks (UDCs), the Department of Personnel and Administrative Reforms (Personnel Wing) in Puducherry has issued a notification amending the rules.

Lieutenant-Governor A.K. Singh recently approved amendment to the Government of Puducherry (Upper Division Clerks) Recruitment Rules, 2011, changing it as the Government of Puducherry, (Upper Division Clerks), Recruitment (Amendment) Rules, 2014.

As per the notification, 45 per cent of vacant posts will be filled through competitive examination. Candidates should pass an accounts test for subordinate officers, common general departmental test for ministerial staff. They should also pass typewriting test (Lower Grade) in English or Tamil or Malayalam or Telugu conducted by a recognised Board or Technical Education; and office automation.

Another 45 per cent posts will be filled through promotion of Lower Division Clerks (LDCs), who have completed eight years of service in the grade after appointment thereto on regular basis.

They should have passed the tests, including the accounts test for subordinate officers and the common general departmental test for ministerial staff. Or else that percentage of seats shall be filled through the Limited Departmental Competitive Examination.

In the event of failure to meet those criteria, vacancies will be filled by direct recruitment.

There is also a proviso for recruitment for 10 per cent of vacancies through the Limited Departmental Competitive Examination from the LDCs, who have completed four years of continuous regular service.

Direct recruitment will be made only if regular modes fail to produce enough eligible candidates.
