Former MP urges govt. to present outcome budget

Former Member of Parliament M. Ramadass has urged the Government to restructure and reform its budgetary exercise by presenting an outcome budget along with the regular budget for the fiscal 2016-17.

In a release, he said that the forthcoming budget should exhibit substantial efforts at greater mobilisation of its own revenue, obtaining larger plan and non plan assistance from the Government of India and moderating debt liability besides ensuring productive and prudent spending of the public money.

For fostering growth

The budget should not only be a traditional annual financial statement of anticipated revenue and expenditure of the Government for the year, but also an innovative and effective catalyst of fostering faster growth of the economy, infrastructure, production, employment, income and purchasing power and reduction of poverty, inequalities and environmental degradation, he said.

“The financial budget outlines the commitment of the government to the programmes and schemes designed and financial outlays earmarked to them in different sectors while the outcome budget will indicate the scheme-wise projected objectives and targets, links outlays with outcomes and is result oriented,” he said.

Advantages

Mr. Ramadass pointed out that the outcome budget had multiple advantages in the current context. It improves programme effectiveness and management, helps good decision making and results in better service delivery. The outcome budget also prevents duplication of programmes, conserving the scarce financial resources of the government.
