Produces statistics to substantiate his claim

: Inspector General of Police Praveer Ranjan on Tuesday sought to allay fears on the law and order situation and claimed that the crime rate has actually declined in Puducherry when compared with the previous years.

Reeling out statistics on the overall crime situation in Puducherry, Mr. Ranjan said that grave crimes under various heads such as murder, attempt to murder , kidnapping, rape and rioting had come down considerably in the current year when compared with the previous years.

A total of 3,243 cases were registered under various sections of Indian Penal Code (IPC) in the current years as against 3405 cases during the corresponding period which shows a decline of 5 percent. He wanted the police parties and others to refrain from causing any panic and should understand the reality before blaming the police department.

“It is indeed surprising that there is criticism against the police by some political parties or certain sections either out of vested interests or other reasons.

There is no need to create panic or unnecessary concern by such sections. The Law and Order situation in Puducherry is very well under control and in fact an improvement on what used to be earlier,” he said.

Mr. Ranjan claimed that heinous crimes like murder that remained at 31 in 2013 had come down to 23 in the current year. There were 29 murders in 2012 and 32 in 2011.

Similarly kidnapping cases had come down to 23 in 2014 from 41 in 2013. While 700 cases of property offences were reported in 2013 it came down to 472 in the current year.

He said that the police were mounting pressure on anti-socials and criminals by initiating externment proceedings under Section 144 of CrPC to keep them at bay. The police have sent 344 proposals to the Government for issuing externment orders against anti-socials. Three notorious criminals have been detained under the Goondas Act.

As many as 2020 preventive cases were booked against the bad characters under the provisions of CrPC and other special and local laws to ensure that those criminals do not involve in any offence. Due to stern action taken against anti-social elements the crime rate has considerably decreased when compared to the previous years, he added.

Referring to the recent murder of Congress functionary Manoharan he said that all the accused in the murder case were not able to enter Poornankuppam village after being externed by the police.

The accused developed intimacy with a criminal gang while they were lodged in the Cuddalore Central Prison and committed the crime with their help. All the three murders reported over the last few months were planned and executed with the help of outside criminals.

Mr. Ranjan said that the police had deployed pickets at 40 places all over the city. The teams will be conducting checks and stern action will be taken against criminals.
