The Kozhikode district panchayat is worried about the newly imposed restrictions on treasury withdrawals.
It claimed the restrictions were preventing completion of several developmental ventures in time.
The panchayat authorities said the restrictions would affect at least seven major undertakings that were expected to be completed by March 31. The panchayat would not be able to claim more than Rs.10.5 crore when the actual requirement was about Rs.72.38 crore.
District panchayat president K. Jameela said the new restrictions were preventing the local bodies from withdrawing a sum above Rs.1.5 crore a day when the actual requirement was far more. If the amount was not sanctioned, it would adversely affect the completion of several projects, mainly in the sectors of education, drinking water, agriculture, and road works, she said.
According to Ms. Jameela, the treasury restrictions would also worsen the technicalities in releasing funds for the Indira Awas Yojana within the stipulated time. “The district has a share of Rs.5 crore, which it will not get if treasury restrictions are not removed,” she said.
The district panchayat authorities also claimed that the 2013-14 financial year was a crucial period for taking up several innovative schemes, the proposals for which were approved on time. This opportunity could be utilised if the funds were released from the treasury.
The local body accused the government of not taking a decision on the issue till now.
Several other district panchayat presidents too had taken up the matter with the government, they said.
