No move to obtain NOC for theme park: DMO

The District Medical Office on Saturday said that the management of the Kakkadampoyil Water Theme Park had not submitted any formal application before it to secure a No Objection Certificate (NOC) for operating the facility. NOC will be required only if it is sought as a mandatory record by the local self government institutions concerned, officials said.

“It is up to the secretary of the local self government body to determine whether NOC was required from a particular department for a particular project. In this case, we don’t know whether the panchayat had recommended it or not,” said District Medical Officer V. Jayashree. She also pointed out that there was no logic in interpreting that the Health Department had not issued NOC to the park.

The Koodaranhi grama panchayat too had served notice on the management of the park to produce all relevant clearance certificates obtained from various government bodies to operate the facility. After conducting a site inspection, the Pollution Control Board officials also had revoked the operational permit.

It was in 2015 that the panchayat received a request from P.V. Anvar, MLA, seeking operational permit for the park. The panchayat authorities said the park was given sanction two years later after verifying all relevant documents. A separate sub-committee was also constituted recently to re-examine the documents submitted later in the wake of the latest controversies, they added.
