The Kerala Lok Ayukta has issued summons to City Police Commissioner A.V. George and Nadakkavu Circle Inspector Moosa Vallikadan asking them to appear before it on November 27 for considering a complaint filed by three women for manhandling them during a protest against reclamation of an agricultural land here.
ProtestThe Lok Ayukta Justice Pius C. Kuriakose and Upa Lok Ayukta Justice K.P. Balachandran issued summons recently based on a complaint moved by Pushpalatha, Karthiyayini and Shanta against the police officers.
They officers will have to appear at the next sitting of the Lok Ayukta on November 27. The complainants alleged that they had been manhandled by the police when they were among a group of persons protesting against a construction on an agricultural land at Puthanvallivayal here.
In another development the Lok Ayukta asked the Kannur Range Deputy Inspector General of Police (DIG) Dinendra Kasyap to probe a complaint against the Minister for Social Justice and Panchayats M.K. Muneer and 11 others pertaining to a legal sanction given to an unauthorised building at Ulliyeri on the outskirts of the city.
This was also based on a petition filed by Ravi Ullyeri, a resident alleging that the legal sanction had been given to the construction of the Ollur Shopping Complex at Poyilinkalthazhe, Ulliyeri, flouting norms.
Previously, the Tribunal for Local Self-government Institutions had also detected the irregularity.
The other respondents in the case were the private secretary of the Minister; Secretary, Local Self-government Department; Deputy Secretary, Local Self-government Department; and the Deputy Director of Panchayats.
InterventionThe complaint alleged that the Minister and his office had illegally intervened to accord sanction to the construction of the building. This was after the Ulliyeri grama panchayat had denied permission. Dr. Muneer had directly involved by violating the Panchayati Raj Act, the petitioner alleged.
The DIG has been asked to submit a report in this regard also on November 27.
The Lok Ayukta under the Kerala Lok Ayukta Act, has been constituted for investigating into the allegations of corruption and maladministration against public servants and for the speedy redressal of grievances of the public.
