Land-pooling model mooted in Kozhikode

Various infrastructural projects for the comprehensive development of the city, to be implemented through a new land-pooling scheme, have been mooted at a seminar organised by the Calicut Development Authority (CDA) in the city on Monday.

Presenting the projects before a select audience here, CDA secretary A.M. Jayan said that Kozhikode with its strategic location as a commercial hub of the Malabar districts and its easy accessibility to tourism and business destinations in the neighbouring States had several advantages over other cities in the region and hence should be developed keeping in mind its potential to become the next metro city in the State.

The land-pooling scheme had been envisaged to overcome the challenges in land acquisition, which used to be a major hurdle in the implementation of any infrastructural projects in the State, he said.

Under this, land owners had the option of owning space, residential as well as commercial in the built area, in lieu of their acquired land or sell them out once the project was completed. Land owners could opt for land pooling jointly or independently, he said.

A Rs.750-crore reconstruction project on 25 acres in the Valiyangadi area with shopping, storage, commercial, office, residential and parking facilities through land pooling; a four-phased reconstruction project for the Palayam area at an estimated cost of Rs.1,500 crore on 25 acres; and a development project to the tune of Rs.300 crore for the Mananchira area are some of the projects mooted to be implemented in the PPP mode.

100% rehabilitation

“Hundred per cent rehabilitation with multiple choices to participate in the project is the highlight of the method,” said Mr. Jayan.

Different aspects, including environmental sensitivity, heritage factors and the demands of the existing land owners and tenants would be taken into consideration while going ahead with the projects, he said.

A Rs.17-crore development project for the Kallayi Road, a Rs.1,000 crore project for the comprehensive development of Beypore port and a tourism project to the tune of Rs.29 crore for Eravathukunnu are some of the other major projects proposed.
