Come clear on land deal, CDA told

The Azhimathi Virudha Janakeeya Munnani, an anti-corruption forum of residents, has demanded that the Calicut Development Authority (CDA) come clear on the land deal at Kattuvayal Colony at Ashokapuram here.

K.P. Vijayakumar, general convener of the forum, said the CDA had sold 1.06-acre land to the Indian Coast Guard (ICG) for Rs.10.63 crore on March 17, 2014. But, Rs.7.63 crore was missing from the accounts.

He said documents obtained via the Right to Information Act showed that Rs.10.63 crore had not been accounted in the income of the CDA in the financial year 2013-14.

Total revenue

The total revenue for the fiscal was also shown as Rs.14.90 crore.

However, only Rs.3 crore was shown as deposit in the expenditure category.

At the same time, the total expenditure mentioned was Rs.6.98 crore during that financial year. The difference in the revenue and expenditure was Rs.7.11 crore.

Even then, a sum of Rs.52 lakh was also missing from the accounts, he said.

Mr. Vijayakumar said that the CDA should have a capital of Rs.7.63 crore if the accounts had been properly maintained. Normally, the amount should have mentioned in the expenditure list if it was utilised or deposited.

This was not clear in the financial statements of CDA, he said.

Diverted

He alleged that it could be inferred that the huge amount could be in the possession of the CDA secretary, which he had not right.

Otherwise the amount could be diverted for other purpose or secretly invested in some cooperative bank.

Sale of land

The CDA had sold to the ICG the land which the residents had been holding football tournaments, cultural programmes, and social gatherings.

The ICG proposed to construct a staff quarters on the land.

Earlier, the Kozhikode principal munsiff court dismissed a petition seeking to prevent the ICG from constructing the staff quarters.

The verdict was pronounced on the basis of an inquiry report submitted by an Advocate Commission.
