The Kozhikode Municipal Corporation council at a brief, chaotic meeting on Wednesday approved a by-law for renting out the premises of the corporation’s cultural centre at Anakkulam, which has been in a state of disuse for a long time though it was opened over a year ago.

The by-law constitutes basic rules pertaining to the use of halls and dormitories. The council has the last word in any sort of relaxations to the set rules. The halls in the cultural centre can be used for public programmes, conventions, training sessions, seminars, theatre and dance programmes.

Earlier, the council meeting turned chaotic as Deputy Mayor Meera Darshak denied permission to present an adjournment motion. Janata Dal (United) councillor P. Kishenchand had sought permission to present a motion that demanded the resignation of Health Minister K.K. Shailaja on the issue of the delay in appointment of the members of the Kerala State Commission for the Protection of Child Rights. The motion also asked the Chief Minister to remove her from the Cabinet if she refused to resign. However, the Deputy Mayor maintained that the issue was under the consideration of the court, and hence could not be discussed in the council. This irked the opposition councillors who created a ruckus. Meanwhile, the ruling front councillors passed the 90-point agenda.

After this, opposition councillors walked out, while ruling front councillors took out a victory march. The Deputy Mayor wound up the council meeting just 10 minutes after it started.
