Whose responsibility is it anyway?

Any product creates a lot of waste during and after use by the end customer. For example when you buy a packet of chips , the outer cover , usually made of metallized plastic is waste created. Now this metallized plastic is a massive environmental headache as it is

So when the customer throws the chips cover into the dustbin it will go to a landfill and sit there for hundreds of years, a burden on the planet.

Now who is responsible for this waste? The consumer or the manufacturer?

In EPR, the authorities clearly mandate that the responsibility of this post-consumer waste belongs to the manufacturer who must pay to clean up this mess.
