With the model code of conduct for the R.K. Nagar by-poll in effect from Tuesday, the State government will have to approach the Election Commission (EC) for any announcement on schemes, such as the inauguration of Metro Rail.

According to EC sources, the government will have to approach only the commission if it wants any clarification. The Chief Electoral Officer has no discretionary powers for the purpose, sources say. The model code of conduct applies to any political activity in the R.K. Nagar constituency and the entire district of Chennai. Officials of the district would also come under the code.
