A new private conservancy operator will soon be identified for Valasaravakkam, Alandur, Perungudi and Sholinganallur zones.
A pre-bid meeting for the first phase of the privatisation project was held on Friday, in which nine companies participated. The Chennai Corporation asked the companies to prepare a plan for waste collection, segregation and disposal “without bins and transfer stations.”
After the new system is in place, door-to-door collection of garbage and source segregation will form the most important part of conservancy operations.
“There won’t be group bins in the system. The operator will collect 800 tonnes of municipal solid waste from the four zones. The waste will be taken directly to the disposal point. There will be no handling of waste beyond the first point of collection. The companies have asked for three months to mobilise resources after the work order is issued,” said a Corporation official.
A feasibility study on the new system has already been completed.
“A system without bins and transfer stations is feasible. The companies will have to distribute dual bins or plastic bags to each household. The number of vehicles used for conservancy operations will also increase,” the official added.
Under the new system, conservancy workers will start sweeping streets at 7 a.m. and complete this in two hours. Conservancy vehicles will not operate during rush hours.
“Payment for the private operator will be based on the quality of cleaning. Third party assessment will also be carried out,” said the official.
At least 2,000 bins in the four zones will be removed from street corners before street cleaning and door-to-door collection of garbage in the zones begins.
After successful implementations of this phase of the privatisation initiative, the Corporation will gradually privatise of conservancy operations in all zones of the city.
Conservancy operations in zones such as Teynampet, Kodambakkam and Adyar have already been privatised.
