Building regularisation applications to resume

Online process will accept rejects from previous regularisation

The Chennai Metropolitan Development Authority (CMDA) and the Directorate of Town and Country Planning (DTCP) will start accepting applications online for regularisation of unapproved buildings next week.

Besides regularisation of unapproved buildings constructed in the Chennai Metropolitan Area before July 1, 2007, the newscheme under Section 113-C of the Tamil Nadu Town and Country Planning Act is expected to benefit many of the 65,000 applicants who had submitted documents in the previousscheme under section 113-A.

Officials said any fee already paidunder the previous scheme will be adjusted in case the residents opt for the newscheme.

“We rejected more than 95% of the 18,601 applications under section 113-A in the Chennai Metropolitan Area. Many buildings were not eligible under section 113-A as they were constructed after the cut-off date of February 28, 1999. The new scheme under section 113-C will benefit such residents,” said a CMDA official.

Local bodies have processed some of the 65,000 applications for regularisation of ordinary buildings under the old regularisation scheme. But regularisation of multistoreyed buildings, special buildings and group developments were not done for many.

“Almost all violations were condoned for regularisation under section 113-A. For the new regularisation scheme under 113-C we prescribe a limit. Maximum FSI for ordinary buildings is 2. Special buildings with FSI 3 and MSB with FSI 5 will be regularised,” said an official.

However, multistoreyed buildings should have at least 50% of the permissible setback of 7 metres to be eligible for the regularisation scheme.

Residents have to apply online at www.tnbuildingreg.in and upload drawings and relevant copies of the scanned documents.

Documents required

Authorities concerned will accept property tax assessment order, sale deed with built-up area conveyed, electricity bill with the name of the person, and notice issued by the CMDA as proof of construction before the cut-off date.

“Regularisation of unapproved buildings will not be permitted in aquifer recharge area, the stretch between Kottivakkam and Uthandi, Redhills catchment area and ASI sites,” said the official.

Regularisation of apartment buildings will be considered in two stages. Individual dwelling units in an apartment will be regularised only after verifying whether the planning parameters for the whole apartment complex are within the limits set for regularisation, the official said.

Though the entire facility is online, many residents are expected to throng the offices of the CMDA, the DTCP and local bodies for submitting details such as structural stability certificates, building plan, affidavit, patta, FMB sketch, PLR extract and proof for existence of the building on or before July 1, 2007.
