The Karnataka Government has decided to extend the Urban Property Ownership Record (UPOR) project to 10 more cities of the State. The project envisages creation of comprehensive database (spatial and non-spatial) of all properties in cities.
Speaking at a function organised to mark the 15th National Land Survey Day celebrations here, K.S. Prabhakar, Commissioner, Land Survey, said the UPOR, which was under implementation in five cities of the State, would be extended to 10 more cities.
The UPOR was being implemented in Mysore, Mangalore, Hubli-Dharwad, Bellary and Shimoga. The project would clearly demarcate the boundary line and property title of nearly eight lakh property holders in these five cities, he said.
The project would be completed in October end while the new project in 10 cities would commence by December end, Mr. Prabhakar said.
Project cost
The cost incurred for the project in five cities was Rs. 5 crore.
About Rs. 15 crore would be required to take up the project in 10 cities, which would be identified soon, he said.
Being implemented through the public-private partnership (PPP) mode, the project would give a unique identity to the urban properties.
The survey involved the process of locating, identifying, measuring, mapping, collecting documents, and recording details in the property records card.
The UPOR project collected property details such as the coordinates of the boundary points of the land plot; area of the land; building details such as the built-up area and a number of floors; and the rights on the property such as ownership, mortgage, and lease; and history of transaction on the property.
Thus the UPOR certificate — issued by the Department of Survey, Settlement and Land Records — would be a legal document and would be the only valid ownership certificate.
The private partners would be responsible for spatial data creation, and creation of information technology infrastructure and delivery of services.
The Department of Survey, Settlement and Land Records of the Karnataka Government would create spatial records along with the vendor.
Minister for IT/BT and Housing Katta Subramanaya Naidu said the officials should maintain transparency while preparing land records.
