“Students from outside Karnataka admitted to several colleges of Bangalore University offering B.Ed. programmes attend college only for examinations,” said a statement from the chairman of the task force constituted to inspect colleges offering B.Ed. courses in the light of complaints of irregularities in the conduct of academic programmes.
These irregularities have been found in the colleges that were blacklisted earlier, the task force said.
The task force has taken exception to the fact that not only were these colleges allowed to conduct semester exams but also allowed to hold practical exams.
“These students from outside Karnataka are only attending practical examinations and are heading back to their respective States.
“Earlier, they attended their first semester exams during May 2012 and are now coming only to attend the second semester exams during November 2012,” said task force chairman H. Karan Kumar, following an inspection by three special squads that visited the colleges between September 3 and 22 when the practical examinations were held.
The statement addressed to Chief Minister Jagadish Shettar and Principal Secretary Higher Education Siddaiah, copies of which were made available to the media, points out that students from outside Karnataka admitted to the colleges have by and large not attended the required academic programme to be eligible for B.Ed. practical examinations.
“In fact, none of them are aware of the academic requirements for B.Ed. education,” Mr. Karan Kumar said.
The task force said that it found irregularities in the conduct of practical examinations involving students from Odisha, Jharkhand, West Bengal and Bihar.
“Ultimately, outstation students are asked to come, time and again, only for theory or practical examination for a week or so everysemester,” the statement said.
The task force, which claimed to have come across “blatant irregularities” in the conduct of practical examination that concluded on September 22, said that the proceedings have been video-recorded.
Though the practical exams were originally scheduled to start from September 11, 2012, they were advanced to September 3, reportedly on the suggestion given by Board of Examinations Chairperson Roopamala Koneri, the task force said.
The other irregularities pointed out are the failure of the college authorities to issue hall tickets to students and holding practical examinations at centres without external evaluators.
Mr. Karan Kumar stated that the task force would submit a report on the B.Ed. practical examinations to the University for further action.
The task force has submitted its report on M.Ed. colleges following which Bangalore University decided to admit students only under the university quota this year.
