Officials on deputation have godfathers: BBMP union

Bangalore: Officials who come to the Bruhat Bangalore Mahanagara Palike (BBMP) on deputation from other departments are “protected” by elected representatives and senior officials, alleged R. Subramanyam, president of BBMP Officers and Employees’ Association.

He told reporters here Monday though the Cadre and Service Rules say officials on deputation cannot serve more than five years in another department, there were many who continued to be on deputation to the BBMP for years on end. “Such officials,” he alleged, “seem to come here (BBMP) only to make money. Instead of repatriating them to their parent departments, they are protected by senior officials and elected representatives.”

Demanding that the officials, including BBMP employees, be transferred to various departments in different zones, he said this should be compulsorily done every three years.

Mr. Subramanyam said that the ratio of BBMP employees to officials on deputation must be increased. He also lamented that the BBMP did not maintain a proper record of the employees working in its various departments. “A few years ago, the association members visited Brihanmumbai Municipal Corporation, whose personnel section maintains an up-to-date record of all its 1.17 lakh employees. Why can’t the BBMP maintain such a record?”
