Legislature committee for filling backlog posts

The joint committee of the State legislature for Scheduled Castes and Scheduled Tribes on Monday directed heads of various departments, boards and corporations to fill as many as 3,165 backlog posts, which have been lying vacant for the past few years.

The committee which met here, took heads of departments to task for not filling the vacancies despite several reminders. However, senior officials of the Finance Department clarified to the committee that there were no technical problems in approving the proposal to fill the vacancies.

Still to be amended Addressing presspersons after the meeting, P.M. Narendraswamy, chairman of the committee, said that despite government cutting down the eligibility criteria for promotion for SC, ST officials from five to three years, and the committee making suitable recommendation in this regard, various government departments have not amended the Cadre and Recruitment Rules.

Outsourcing Instead of filling the backlog, various departments were outsourcing the posts, which resulted in denial of social justice to the candidates of SC and ST communities. “The committee has recommended following reservation norms while filling posts on contract or outsourcing,” he said.

Woman warden The committee has recommended that the Social Welfare Department appoint woman wardens for all the residential schools for girls. The panel will make surprise visits to schools to check whether its recommendations have been implemented, Mr. Narendraswamy said.
