Declaring that a “cartel” that came into existence following the “unholy nexus among contractors, councillors, elected representatives and the officials” had turned the “garden city” into a “garbage city”, the High Court on Friday issued a series of guidelines while awarding contracts for garbage clearance and transportation in future.
Fundamentally, the order mandates the Bruhat Bangalore Mahanagara Palike (BBMP) to consult the respective residents’ welfare associations of the area and Suchi Mitra, an NGO, while evaluating the men and material available with a contractor and before making monthly payments.In its verdict, a Division Bench, comprising Justice N. Kumar and Justice B.V. Nagarathna, said the BBMP should publish on its website the name of the contractor with his father’s name, address, phone number, number of vehicles deployed, their registration numbers and the make, and number of persons he employs.
The Bench passed the orders while partly allowing the petitions filed by old contractors challenging the garbage tender invited by the BBMP in October-November 2012 for garbage collection and transportation, and subsequently awarding the tenders to new contractors.
