The Karnataka High Court on Thursday expressed dissatisfaction over the affidavit filed by Chief Secretary Aravind Jadhav on the actions that the government proposes to take to make police complaints authorities (PCAs) fully functional in terms of the orders of the Supreme Court and High Court.
Justice A.N. Venugopala Gowda said the affidavit does not contain an action plan to make PCAs in State and district-level fully functional, with infrastructure and human resources, as directed by the court last week.
Interestingly, Additional Advocate-General A.G. Shivanna, in response to a query from the court on whether he was personally satisfied with the affidavit, said that he too was not satisfied with it.
The court adjourned further hearing to April 6.
