Immediate budgetary support for makeshift capital and court, pending formation of new capital, sought

The timeframe for start and completion of the new capital and budgetary support for it have to be declared immediately since both the Bharatiya Janata Party and Congress are committed to smaller states. A new Railway Zone with Visakhapatnam should be allotted immediately, O. Naresh Kumar of Vizag Development Council (VDC) demanded.

One-third of the funds have to be released along with the State Reorganisation Bill and every single promise made must be backed with budgetary support and the timeframe for completion and incorporated in Planning Commission with parliamentary approval. He sought 25 per cent funds be released with the Bill for each of the promises like IIT, IIM and AIIMS, he noted in a statement here on Friday.

Mr. Naresh said that the outgoing minority government cannot just make promises on paper without budgetary support and Planning Commission approval for next 10 years and divide the state and leave the promises to the new government to execute. The BJP must make them accountable.

He sought immediate budgetary support for the makeshift capital and court, pending formation of the new capital. The progress in Seemandhra was minimal due to all leaders being in Hyderabad. He sought at least Rs. 1,000 crore for the temporary capital. Revenue sharing from Hyderabad region should be extended for next six to seven years until the new capital was ready.

The government should extend special tax concessions for investments during the 15 years and gas allocation should be made to all idle power plants from the central grid.

It is time for us to wake up and demand a Railway Zone with headquarters at Visakhapatnam and including four divisions of Visakhapatnam, Vijayawada, Guntur and Guntakal.

Vizag as capital

Further, as far as the capital city is concerned, it would be in the best interests of the State of Andhra Pradesh after proposed bifurcation to designate Visakhapatnam with decentralised administrative and legal institutions so that there will be all round development in the residual State. There is no other city in Seemandhra like Visakhapatnam, which has many features of international standard to serve as a capital. Uttarandhra would continue to remain backward in every respect, if the local people do not fight for their rights at least now, Mr. Rao noted in a release.
