State fares poorly in enforcing contracts, says CII survey

Andhra Pradesh fares poorly in enforcing contracts, while it rates well in terms like land and labour availability.

The Single Window 21-day clearance is not happening and in many cases it is taking up to three months for an investor to get clearance. The notifications are not updated and the field officers and staff and stakeholders are not aware of the changes. The so-called deemed approval after 21 days does not help the businesses as it is not accepted by credit agencies, according to a survey by Confederation of Indian Industry. There is a scope for improvement in labour dispute resolution and Andhra Pradesh could learn from the amended labour laws in force in Rajasthan and Madhya Pradesh, CII Director, Economic Policy and Taxation, Danish A Hashim, noted from the CII survey.

'Governments must create right ambience'

The governments must create an atmosphere that helps the existing businesses flourish before trying to invite outside investors to come and set up units, Ajay Shankar, former secretary, Department of Industrial Policy and Promotion, said at the seminar on ease of doing business conducted by the Visakhapatnam Chapter of CII here on Wednesday.

The government officers look at companies with suspicion and treat the investors shabbily, industrialists complained.
