The State budget for 2017-18 will not have the usual distinction between plan and non-plan expenditures, which makes it imperative that the departments should get their priorities right in arriving at the estimates.
The departments should scrupulously follow the cardinal principle, which is to strike the right balance between development and welfare, Andhra Pradesh Chief Minister N. Chandrababu Naidu suggested.
Priority to sub-plans
Taking stock of the budget exercise at his residence in Undavalli in Guntur district on Friday, Mr. Naidu said priority should be given to BC, SC and ST sub-plans, requirements of Kapu and Brahmin corporations, welfare of minorities, agriculture, health, and education.
A minimum monthly income of ₹10,000 per family should be the target of the poverty alleviation programmes.
The Chief Minister instructed the officials concerned to ensure adequate allocations to fulfil the commitments given in the election manifesto. Empowerment of youth and women should be thrust areas, he added.
