The Municipal Administration and Urban Development (MA&UD) Department on Wednesday cleared a Negotiated Settlement Policy (NSP) proposed by the AP-Capital Region Development Authority (AP-CRDA) to acquire land for laying priority roads in Amaravati under the Land Acquisition (LA) Act, 2013.
Under the NSP, double the structure value and the nearest standard plot in rehabilitation colony equal to the plinth area of the structure/house site will be given as compensation for house / residential plot in the R-1 zone (village planning zone) excluding common area.
Double the structure value and Land-to-Land (L-to-L) for same land use will be given for non-agricultural/other-use land in R-1 zone like hayricks, barns etc.
Plot allotment
Commercial / industrial use land in the R-1 zone or scattered commercial and industrial structures outside R-1 zone excluding common area will get double the structure value and nearest standard plot as per the plot allotment policy in the rehabilitation colony equal to the plinth area of the structure without the amalgamation of plots.
Double the structure value and nearest standard plot as per the plot allotment policy subject to a maximum of 500 square yards in rehabilitation colony is offered for scattered residential houses in the Land Pooling Scheme (LPS) area other than R-1 zone and the Lanka land where the owner is living in the agricultural field.
Besides, the land owners will get one-time house construction grant as per the State government norms, ₹50,000 for transportation cost for displaced house, ₹25,000 for re-construction of cattle shed / petty shop, ₹25,000 as one-time grant for artisan / small traders and certain others and a subsistence allowance of ₹2,500 per month for 10 years if the beneficiaries (artisans and small traders) are not drawing pension under the LPS.
CRDA Commissioner Ch. Sreedhar had reported to the government that some priority roads were passing through the areas exempted under the LPS and since the regular process of land acquisition under the LA Act, 2013 was time-consuming, land could be acquired through the NSP under Section 124 of the CRDA Act, 2014.
